Eastern Libya's Magroun Industrial Zone: 1,000 hectares and 13 contracts with Chinese companies

In July, eastern Libya's National Development Agency (NDA) signed 13 contracts with Chinese companies to build the 1,000-hectare Magroun Industrial Zone south of Benghazi. Infrastructure comes first, followed by building materials, renewables, electrical and mechanical, chemicals, textiles and electronics: a window worth tracking for Chinese engineering, equipment and production-line suppliers.
ما الذي حدث
The Libya Herald reported on 21 July that the eastern-based National Development Agency signed 13 contracts with Chinese companies at a launch ceremony for the Magroun Industrial Zone. The ceremony also reviewed the zone's master plan and the phasing of its infrastructure.
The report did not name the companies, the scope or value of each contract, or a timeline.
الخلفية
The zone covers about 1,000 hectares beside the coastal road, roughly an hour and a half south of Benghazi, and is intended as a regional hub for industry, investment and production. Planned sectors include building and construction materials, environmental industries and renewable-energy technology, electrical and mechanical industries, chemicals and plastics, textiles, and electronics and new technologies.
This matches what we saw in Benghazi in September: eastern Libya is pushing housing, roads, utilities and industrial projects at the same time, and local stakeholders broadly want Chinese companies involved.
الفرص التالية
Industrial zones typically unfold in two waves. First, on-site infrastructure: roads, power, water, drainage and earthworks. Second, factories and production lines for incoming tenants, such as building materials (concrete products, blocks, pipes), solar modules and balance-of-system equipment, switchgear and machining equipment.
رأي MOHENG
Thirteen contracts going to Chinese companies signals that the eastern authorities want Chinese firms to lead the build-out. Companies outside the first round can still supply equipment, materials and subcontracting to those contractors, or enter the zone as production-line suppliers or investors.
MOHENG has a local network in Libya and accompanied a Chinese state-owned contractor's delegation to Benghazi in September; we can help companies follow the zone's progress and reach local institutions.
المخاطر
- Libya has two rival governments. For projects signed with eastern institutions, verify the funding source, payment route and legal standing of the contract.
- Screen counterparties for compliance and sanctions before engaging, and confirm that dollar settlement and cross-border payment channels are workable.
- Security has broadly stabilised, but personnel and asset security still need ongoing assessment.
