Libya's reconstruction market is opening up: field notes from Benghazi, September 2026
From 11 to 16 September 2026, MOHENG organised and accompanied a delegation from a Chinese state-owned construction group to Benghazi, meeting the Ministry of Investment, the Development and Reconstruction Fund of Libya and local engineering firms. Libya's reconstruction projects are now being released in volume, and Chinese contractors are wanted. These notes set out the opportunities we saw and the value of getting in early.
From 11 to 16 September 2026, we organised and accompanied a delegation from a Chinese state-owned construction group on a business visit to Benghazi. We arranged and coordinated the programme: meetings with the Libyan Ministry of Investment and its project management office and with the Development and Reconstruction Fund of Libya, talks with local engineering firms and consultancies, and a site visit to an 8,316-unit housing and supporting-facilities project on the outskirts of the city.
A reconstruction market that is opening up
After years of conflict, Libya has large gaps in roads, railways, housing, public buildings and municipal infrastructure, and a number of projects planned, designed or even started before the war are waiting to resume. That demand is now being released.
This is not a single greenfield market. Three kinds of demand run side by side:
- resuming and completing stalled pre-war projects;
- building and upgrading infrastructure;
- a new round of urban development.
In Benghazi and the east it is plain to see: housing, road, municipal and public-facility works are back under construction, and government bodies, reconstruction agencies and companies are pushing key projects to restart. Many projects have moved beyond planning into funding, implementation arrangements and site work.
Chinese contractors are welcome
The government bodies, reconstruction agencies and local firms we met generally regard Chinese contractors as strong in large infrastructure, project organisation, equipment supply, construction speed and cost control, and say clearly that they want Chinese companies involved in both resuming pre-war projects and the new round of reconstruction.
Local companies are actively looking for Chinese partners too. They bring government coordination, project sourcing and local delivery experience, and want to pair these with Chinese engineering, project management, equipment and supply-chain capability to take on projects together.
Where the opportunities are
- Long-distance highways: roadworks, bridges and culverts, roadside service facilities and associated works.
- The eastern coastal railway, planned from Sirte through Benghazi east towards the Egyptian border. Beyond track, signalling and rolling stock, it carries a large civil scope: earthworks, bridges, culverts, station buildings, operational and living facilities, and utility networks.
- Housing and supporting facilities.
- Smart-city and municipal infrastructure.
The ways in are flexible as well: EPC, construction contracts, specialist subcontracts, joint ventures and project management all have room.
Why now
Reconstruction markets follow a pattern: those who arrive first build the relationships first, see the project information first and team up with the best local partners first. By the time a market is fully mature and projects go to open tender, the competition is a different game.
Libya is in that window now. There are many projects and strong will to move them, but projects differ in how far along they are on ownership, approvals, funding and payment arrangements. That is exactly when you need someone on the ground to lead the way: someone who knows whom to meet and which projects are real.
